A policy defines what the rule or goal is, while a procedure outlines how to achieve that goal through step-by-step actions. Procedures are less flexible, and are intended to be followed somewhat rigidly for consistency. Most often a policy can set the stage for one or several procedures.
Key Differences at a Glance:
Policy (The "Why"): Sets principles, rules, and expectations (e.g., "All employees must use a password manager")
Procedure (The "How"): Provides specific, step-by-step instructions (e.g., "1. Download the app. 2. Create a master password...")

PROCEDURES:
These are the step by step on how to move things along in your daily work. From accounting to asset management it’s the place to go for the nearly 30+ processes to follow to guide our steps. Procedures are internal documents are not to be handed out to the public.
POLICIES:
The policies are the underlying “rule” at HOPE. Whereas a procedure is for the HOPE Team only, the policies here are intended to be handed out if requested.
